Missouri Opens Cannabis Microbusiness Applications July 13
Missouri’s Division of Cannabis Regulation announced it will accept third-round microbusiness license applications from July 13–27, 2026.[1] Applications must be submitted online; the lottery is scheduled for September 9, with licenses expected in December.
The program is intended to expand cannabis industry participation for eligible individuals from marginalized or underrepresented communities. Applicants should confirm they meet ownership, eligibility, and training requirements before applying.
Eligibility criteria include income limits, disabled veteran status, certain non-violent marijuana offense history, qualifying residency, or ties to an unaccredited school district.[2] However, some criminal offenses may still disqualify an applicant.
Why this round matters
This round follows DCR’s revocation of 25 second-round microbusiness licenses, largely tied to failures to prove majority ownership and operation by eligible individuals.[3]

The new licensing round may also interest hemp businesses facing Missouri’s upcoming THC restrictions, which mirror recent federal changes and will push most hemp products into the regulated cannabis market.[4]
