Oregon Hemp Product Registry: Key Updates for 2026

The Oregon Liquor & Cannabis Commission (OLCC) Hemp Product Registry launches on January 1, 2026, with a grace period for businesses to comply until June 1, 2026. This registry is part of new regulations finalized in November 2025 and is designed to ensure hemp products sold to consumers in Oregon meet updated standards. On December 5, 2025, the OLCC told Kight Law Office that representatives will continue to monitor the situation as the change in federal law approaches. For now, OLCC is moving forward with implementing Oregon’s Hemp Registry as directed by 2024 House Bill 4121.

What Products Are Covered?

The rules apply to hemp items for human or animal consumption or use, whether sold online or in physical stores. However, they do not apply to:

  • Products sold at OLCC-licensed marijuana retailers
  • Items without cannabinoids
  • Products intended only for topical use
  • Industrial hemp grain or fiber products without added cannabinoids
  • Registered commercial animal feed
  • Products simply passing through Oregon to another state.

Examples of Covered Products

  • Hemp flower pre-rolls
  • Hemp beverages with cannabinoids (THC, CBD, CBG)
  • Hemp tinctures with cannabinoids

Potency Limits & Adult Use

Hemp items above certain potency limits (see Table 3 in the official rules) must be sold by licensed marijuana retailers. Any product with 0.5mg or more of total THC, containing artificially derived cannabinoids, or that fails certain testing requirements is classified as an “adult use cannabis item” and can only be sold to those 21+ (except dispensary sales to medical patients 18+).

Registration Process

  • Responsible parties must register hemp items before sale, transfer, or delivery.
  • Registration is online via OLCC’s CAMP system.
  • If a product is already registered and unchanged, others can rely on that registration.
  • Registration fee: $400; renewal: $400; changes: $25 (non-refundable). 

Labeling Requirements

Applicants must submit product labels for approval. Approved labels receive a unique ID, which must be displayed on the product or made available online. There are varying requirements for “adult use cannabis items”, various product types, and products with artificially derived cannabinoids. Importantly, labels that claim “Farm Bill Compliant” or “Zero THC”, in addition to those that make health claims, will be considered untruthful and misleading.
